Key Reforms in the Registration Department

State Revenue, Housing, and Information and Public Relations Minister Ponguleti Srinivas Reddy stated that the state government is implementing key reforms to make the Stamps and Registration department completely transparent, corruption-free, and more accessible to the public. On Wednesday, Minister Ponguleti Srinivas Reddy, along with Minister Vivek Venkataswamy, attended as the chief guest and laid the foundation stone for the integrated sub-registrar office complex to be constructed in Kardhanur village of Patancheru mandal.

On this occasion, Minister Ponguleti Srinivas Reddy said that integrated sub-registrar offices are being constructed across the state in phases, providing convenient and state-of-the-art facilities with corporate-level standards. He stated that in the first phase, it has been decided to establish 39 sub-registrar offices within the Outer Ring Road area as 11 clusters in integrated office complexes. As part of this, the foundation stone was laid today in Kardhanur, Sangareddy district. He said that approximately three acres of land have been allocated for this purpose and that the building will be constructed over 20,000 square feet. He stated that to avoid burdening the government, the construction responsibilities have been entrusted to Raj Pushpa Infrastructure Express Private Limited under a public-private partnership model. He said that they have instructed the company to complete the construction of the building with modern amenities within the next six months. The minister clarified that the regulations include a clause making the construction companies responsible for the maintenance of these buildings for at least five years. He stated that these integrated sub-registrar offices will be made available to the common people with all the necessary modern amenities and five-star facilities, benefiting future generations, and catering to the needs of couples coming for marriage registration, mothers with young children, differently-abled individuals, the elderly, and the poor.

He announced that in the future, foundation stones will be laid for all sub-registrar offices, and buildings will be constructed with complete facilities. He appreciated Raj Pushpa company for coming forward to construct an integrated sub-registrar office in their hometown of Karimnagar district. He expressed happiness that other companies like Aparna, along with Raj Pushpa, are also coming forward.
He stated that in the future, just as every person has an Aadhaar card, a ‘Bhudhaar’ map will be introduced for land. He said that through the Bhubharati program, they are developing a system where land details, boundaries, and details of prohibited survey numbers will be available on a single platform, regardless of where the registration takes place. He clarified that the new app will prevent double and triple document registrations and illegal registrations of government lands. They stated that once the Bhudhar card is completed, land issues in urban and rural areas will be permanently resolved. They said that they are conducting land surveys using advanced technology and have appointed 5500 licensed surveyors for this purpose. They also mentioned that modern equipment has been purchased to conduct surveys using advanced technology. The minister stated that if land issues are reduced, national and international investments will increase in the state.

On this occasion, Minister Gaddam Vivek Venkataswamy said that Patancheru has become an industrial hub for Telangana state. He stated that during the Chief Minister’s Davos visit, efforts are being made to achieve a $3 trillion economy with the goal of Telangana Rising 2047. He said that to bring the country to the third position in the world, it is necessary to transform Telangana into a state free from land issues. He recalled that the Dharani portal introduced by the previous government caused many land problems for the people, leading to protests. He said that the Bhubharati Act introduced by the state government will provide a solution to these problems. On this occasion, the Commissioner of Registrations and Stamps Department, Rajiv Gandhi Hanumantu, stated that the state government earns approximately Rs. 14,500 crore in revenue every year through the state registration department. He said that currently 144 sub-registrar offices are functioning in the state, and the government has decided to form clusters of offices within and outside the ORR (Outer Ring Road) and construct integrated buildings. He explained that a sub-registration office has been sanctioned in the Patancheru area, and the construction of an integrated sub-registrar office building has been undertaken. He stated that a large number of people visit daily for services such as registrations and stamp purchases, and that these integrated offices are being constructed with state-of-the-art facilities to provide all services under one roof for their convenience.
